A fresh retirement shortlist—and a better way to decide whether any of its winners belong in your life.
Retirement abroad has a marketing department. It is extremely fond of terraces, sunsets and couples who appear never to have waited for a medical appointment.
We would like to add a spreadsheet to the mood board.
THE SHORTLIST WORTH NOTICING
Global Citizen Solutions’ 2026 Global Retirement Report and Index puts Uruguay first, followed by Mauritius, Spain, Costa Rica and Portugal. It assesses 46 retirement and passive-income residence programmes. This is research from a migration consultancy, not a government verdict or a poll of every retiree on the planet. [1]
The methodology compares one representative route per jurisdiction. It covers quality of life, mobility and citizenship, tax, procedure, and costs and investment. The publisher explicitly describes scores as relative and the leading destinations as a closely grouped tier. [2]
That is a reason to explore the top group, rather than assume that first place must beat fifth for your household.
| Overall rank | Destination | Index score |
|---|---|---|
| 1 | Uruguay | 99.90 |
| 2 | Mauritius | 99.80 |
| 3 | Spain | 99.60 |
| 4 | Costa Rica | 99.50 |
| 5 | Portugal | 99.30 |
| 6 | Paraguay | 98.20 |
| 7 | Latvia | 98.00 |
| 8 | Andorra | 97.80 |
| 9 | Italy | 97.20 |
| 10 | Greece | 95.90 |
BUILD A TUESDAY, NOT JUST A HOLIDAY
Here is our test: picture an ordinary Tuesday six months after moving. You need groceries, a prescription, someone to repair the shower and a friend to have lunch with. Can you imagine that day clearly?
Now add a more difficult Tuesday. Your partner needs care. Your exchange rate has moved. You need to fly home unexpectedly. The point is not to invent disasters; it is to make room for real life in the decision.
For each shortlisted location, assemble an actual monthly budget using the neighbourhood and housing type you would choose. Include insurance, transport, utilities, travel home and a buffer. Then list the questions that need specialist answers, including how your particular income and family circumstances would be treated.
A low entry threshold should not become your assumed lifestyle budget. Being able to apply and being comfortable living somewhere deserve separate columns.
WHO IS COMING WITH YOU?
A relocation plan for two people contains two sets of preferences. One may want language immersion; the other may want familiar conversation. One may value a quiet town; the other may fear isolation. Neither preference is a spreadsheet error.
Score your own essentials before debating countries: healthcare access, affordability, social connection, travel time to family and the kind of daily life you want. If you can, spend time living an ordinary routine in the places you are considering.
THE BORDERLESS SELF TAKE
Uruguay has earned attention in this index. The useful response is curiosity, followed by homework.
Retirement gives you a chance to choose differently. Let the ranking widen your imagination. Let your actual life make the final decision. The sunset can stay on the mood board. It just does not get sole signing authority.
